I am confused. I can barely ever get a multiplayer game. There is always under 4 players when I login. Am I just logging in at bad times, am I missing something, or does Settlers 7 really just not have a multiplayer following?

bad timeing u need all people to ur friends list so u know i people on line.. u can play with
i got 54 people on my list ..always can play

I can't play online very often as I have to share this computer. However, I am occasionally looking for people to play in empire mode.

u must be loging in at a bad time i havent played online yet because i dont have cd keys but i play all the time

I don't know how I would look for opponents in Empire mode except by asking the severs to do it. I don't know how the servers match opponents up, but now that I have 18 friends I can plainly see that they are logging on and playing empire games while I only search. I have searched for over an hour and found 1 or 2 opponents within the first 15 minutes or so who then seem to disappear.

There are 3 ways you can get a multiplayer game depending of course on how many people are on line.
1. Go to multiplayer and look for a spare slot in a game that someone else is hosting, bearing in mind of course that they may be waiting for a particular player/friend to join them so you might get booted if not click you are ready to play and wait for them to start the match.

2. Go multiplayer and start your own session choose a map add any AI opponents and wait for someone to join you when they are ready you start your match.

3. If you click empire game the UBISOFT SERVER automatically searches for opponents for a match anf assigns the map to be played you wait for the server to locate 4 players it shows you who you all are and the game begins.

There is nearly always someone around who will have a go at it with you but sometimes it takes time to find someone. Bearing in mind how long some matches can be people tend to play more evenings and weekends and holiday times I think its fair to say when they have more time. Stick at it sure you will soon have your own circle of friends who you can see online and battle with.

I have seen a huge improvement in finding opponents. I'm suspect it's because of the latest patch.

Twice now I found a game in under 20 minutes.
