If you try the multiplayer map 'the art of strategy' there is a building where you can buy some of them.
Divine vengeance is pretty good, but I haven't tried vampirism yet.
Sorrow is nice, I'm indifferent to the summoning spells.
Artificered rakshasa kshatra are awesome.
Do you mean that the new spells will never be offered in the cities ?

Whoops, no that isn't what I mean.
They do show up in the cities.
It's just a probability thing, generally you have a 66% chance to get a familiar spell.
