How the hell do you identify ships? I can see their flags but they are also saying unknown ship

I think the only way to do it is tell the WO to turn on the TDC, then click on the phrase "unknown vessel" or whatever it says in the dialog box. This will bring up the recognition manual which you can use to ID the ship. Its not very good though
