Water cooling is not so much quieter.
    It cools better.
You still need fans for the heat exchangers
and the internals such as the RAM and hard drives.

    Kingwin makes a nice package.
But with wear and tear the
pumps and fans can get quite loud.

I'm using water cooling here. PC is nicely overclocked and noise is a quite hum. CPU never rises above 45C and is clocked from 1800Mhz to 2400Mhz.
The kit i'm using is from Asetek. It is comprised of a dual 120mm radiator, Hydor L30 pump, Antartica cpu cooler and chipset cooler. I replaced the standard ADDA fans with Vantec items and that lowered the noise level + increased airflow.

Very nice. I wonder if that CD-ROM shaped part will fit in my case. The only open CD-ROM bay has a fan bus sitting below it, so is only a couple of inches deep. I don't think that would restrict the air flow to the unit.

I added a Thermaltake heat exchanger and an
aquarium pump to boost my Kingwin cooling system.
It's very effective and rarely goes above 34 C.
