I'm not so sure about that. You need to factor in that the paladin is a much smaller target than cavalier + mount, which would even out the differance a bit.
Anyway, I voted Paladin. Mostly because a guy in a clanking golden armour with a two-hander would bring nostalgic feelings. Yes, he's still basically a human, which would mean a weakness compared to the other factions creatures, but some divine help would balance some of those weaknesses out making them somewhat superhumans and perhaps giving them the option to do some magic themselves making them more versitile units than the basic grunts.
Both the Paladin and the Champion are very powerful units. I can't picture them as being of different lvls. I believe that there would be a choice between them. Extremely heavy divine, double hit, medium speed tank vs heavily armored, fast, long range first strike, jousting champion.
Tank vs fast walker as lvl 5 or 6 and Angel as lvl 6 or 7 with no upgrade. Sounds good to me!
We don't know how many levels there'll be, but as "second strongest unit" I'm voting other, because I'd like to see something new. But for the paladin vs. champion debate, I think a paladin would be higher than a champion if he was blessed with some kind of holy power, but if he's just a tough guy in heavy armour, I think the champion should be higher.
It's far more difficult to hit someone moving fast than someone who is moving slow.
Personally, I picture a paladin in silvery armor with a big-two handed sword.
I would give him some of the following abilities:
+25% damage vs. Evil units
+20% defense vs. Evil units
Death Ward
Aura of courgage (any unit 3-5 hexes from pallie immune to fear)
Lay on Hands- heals friendly
He should have relativly low HP, but excellent attack and defense ratings. Allso low in numbers, high cost.
This would make him a terribly effective unit when fighting any evil town.
and I would definately give spellcasting units more than one spell. Like for instance, a Monk/Priest/Zealot could cast Bless or Devine Armour or Heal on friendly units
Champion/Cavalier should have a jousting bonus, and if he has a hammer/mace then a big chance to stun on hit.

3 unavoidable requesites for a good Paladin/Crusader:
- Chlanking shining (golden/silver) armor!
- Big, Big Sword
- And a CAPE!!!. A palladin/crusader without cape will never be powerful enough.
