If you formatted your hard drive, everything on that drive is lost forever.
Sorry .. there is no way to recover your rank.

All may not be lost for restoring your rank. I have cut and pasted from an answear Lethal gave in another post.
All of your game data is keep in a folder in this directory:
C:\Documents and Settings\Default\My Documents\My Games\Ubisoft\R6Vegas2
The files you will find there are:
PlayerProfile.ini
PROFILE1.DAT
PROFILE2.DAT
PROFILE3.DAT
R6_EquipEquipmentTemplate
R6_SaveCHECKPOINT
R6GameConfig.bin
R6Info
Now if you have a friend with the same rank as you had(or close)you can have him(or Her)send you those files and replace yours with the ones sent. Really no need to even back up your own files as you are at the bottom anyway. There is also what we call the 99 ELITE Ballon floating around. I have heard with this modd you can set your rank where you want it. I have never been interested in it so don't know much about it. I have two friends that are 94 ELITE and they are very good players. On occasion someone will come in with the 99 Ballon and in TH get 3 or 4 kills so right away you know they have hacked their rank. In no way was I trying to imply that you cheat. Personaly I have no use for cheaters in any game I play. I just offered you a honest way to restore your rank to the level you were at. Rank means very little to me so I was ELITE42 the last time I set it back to the beginning. It was fun earning all the rank and unlocks but Something I won't do again if I can avoid it. I am at ELITE52 now and know how long it takes to get it back. Thanks for being honest and if you ever see these servers please join us. BAT_21 or croft658. Both are good servers and play with the 16 player 99 bot format. Both are modded games and harder than the original. So if you are up for a challenge come join us.

I am doing the opposite, I installed RB6V2 on a new computer, copied all the files listed(I do not have R6Info) but my rank or points did not transfer, I am back with like 80 XP's. All my checkpoints copied (I finished the game), is there something else missing ?

Do you have access to the computer you used before? If so you can transfer the files to your new computer. Below is what you have to alter on the new computer.No need to even save the original files on the new computer as you are at the bottom anyway.If I remember correctly you have to change PROFILE1.DAT and PROFILE3.DAT. I found the reason it was not letting me copy the checkpoints and rank points from one computer to the other. All my saved files were on v 1.03 and the other computer was something like 1.01. I put on the 1.03 patch and now after I copied the files everything showed up correctly.
Glad to hear you solved your problem bobjr94. And thanks for reporting back as it is a help to know when someone finds a solution to a problem. So many people don't understand how a forum works and never report back if advice has helped solve a problem so it can be passed on as relyable information. We all have to depend on each other because UBI refuses to offer a kind of help.
