Hope this helps: during my playthrough, tax collectors only appeared in districts under templar influence

If I recall correctly there is a small bank near Aghia Sophia, and this is where I literally stumped on that guy. It was pure luck: Ezio was being hunted by some guards, the guy appeared out of the thin air, got assassinated and then Ezio took up the roofs. Accidentally lucky, that's all I am to say.
