Okay, I finally got it! Heres what I did...I started a new file and flew through the story. When I got to sequence 4 and after the memory where Ezio dresses up as a minstrel, I left the palace grounds and stuck to the roofs and I finally got the tax collector on the southeast side of the Hagia Sofia while I was headed toward the arsenal. Hope that helps whoever is looking to get that trophy out of the way.

What is the achievement you get for doing this? Cause I think I have a tax collector achievement completed but for some reason I have no idea how I got it.

The trophy you get on the PS3 is the Tax Evasion trophy. Because it was the last trophy I needed, I also got the Conqueror trophy when I got the Tax Evasion trophy.

What I did was:
Camp out near a bank (be far enough for the bank to be on the edge of the mini-map) and wait to get a Revenue Deposit.

Once you see the pop up "You received a revenue of $$$$ Akce", start running around in circles for maybe a min (or more depends) and eventually a courrier will spawn (DO NOT PICK UP $$ FROM THE BANK). So i gave him serious hell and got my Tax Evade trophy and platinum

I just got this this morning... God I hate the Tax Collector. Ubisoft need to make them appear way more often.

I got it by camping near a bank, seriously for like about 80 minutes.

I don't like that stupid NPC.

Hey I had trouble finding the tax collector...however ..wenever I was in the arsenal destrict inside the walls I saw him once but I was to far from the exit n he got away.. second time again same place I saw him again but I got him.. u have to put ur eyes on that radar otherwise u will miss it stay close to the exit cause I don't know if there's a way to climb the walls..sorry I can't give u a time but I read they normaly show up after u get money deposit in the bank..then again it's a matter of luck hope this helps

This is the only one i'm still stuck on. I can never see the guy, i've waited near a bank for ages and nothing, run around for hours and nothing. This guy is really beginning to annoy me!!
