I believe he also said that he found an empty hourglass when he traveled to the Island of Time. I assume they relics existed before the sands were created, and since the Prince saved Kaileena and killed the Dahaka the sands were never created so the relics of time were just left as nothing more than a normal hourglass and a dagger.
I need also some clarification:
Why can't Kaileena teleport?

[i] T2T apparently had many faults. Right so...the prince's SOT voice came back, Farah suddenly became arrogant and annoying (with a whole new voice as well), and Kaileena went from being the empress to becoming a hippie.

The dagger can exist without the sands being there, it's just inactive. Then it got activated when the sands were released once Kaileena got stabbed.
The dagger is just a normal weapon with hidden power...
