A civilian militia would be cool, but I doubt it will be included in the game
Maybe it could be a bonus for defending your capitol.
In the book the JSF are pinned in yellow knife Canada and they recruit Civilians to fight for their town. So for sure it has been thrown around the table for the final game.
You do know the book has pretty much nothing to do with the game.

That being said, I'd love for it to be in the game because I am SO sick of playing on a battlefield where there are NO civilians.
Even in the worst war zone, there are ALWAYS civilians.
To add this in the game if possible would only add to the immersion. Yet another thing to add on the wishlist.
