Okay, time for some serious speculation here. Other than the obvious incentive to hold Las Vegas hostage, money of course what could it be? Well, here are a few of my suggestions.
A) Islamic Extremeist group wants to destroy Sin City
B)Terrorists wanna kill all Elvis impersonators
C)Or some loney tune wants to nuke the damn place

Yeah, I'm curious as to how the story itself plays out. I didn't think playing a whole series would work in one city, but to be honest, after playing hours of GRAW, I like the concept of a city-lone storyline.
