No, you misunderstood. Look at Brotherhood, most PC gamers don't have any exclusive content, because there weren't any DLCs for getting them, like I really wanted the Officer, but there was no way of getting him, only by downloading that digital deluxe edition. But in ACR if there would be a DLC with pre order exclusives only 2 weeks after release, that really won't be fair, especialy to people who bought a 100$ Animus edition. The publisher may decide to give you an extra bonus like the multiplayer characters, but if they want to make them available to people after the initial release, it's up to them and not to you.
Remember: not everyone is able to pre-order the game/buy it on the launch day. Should they be completely left out with incomplete content?
Ah, I see. Well, it took them 6 months to port Brotherhood - in the meantime they made 6 DLCs, this time they had 2 weeks in which they still haven't released any of the DLCs.
So it's highly unlikely that the PC gamers will get that kind of stuff too early.
