but I have this problem too, and my steam is installed at c:/user/[name]/applicationdata/steam. Damn - it's one year since the first post of this bug, why isn't this fixed by now?

Hi guys, I had this problem for a while too,
What fixed it for me was going to CCC if you're running ATI! and going to minimap detail and sliding the bar all the way to the right! Then make sure under 3D, all the 'Use application settings' are checked on! 
If that doesnt work, go to Program Data directory (If it's not shown you need to enable that in control panel folder options), open the ubisoft folder, conviction, then change these values, however many times they appear...

MaxRefreshRate=
WindowedViewportX=
WindowedViewportY=
If max refresh rate is on 60, change this to 70 or 61, because 60 sometimes makes graphics not work, as I found out the hard way!!!

There was a solution posted for this issue a while back by the forum member 'KingDaniel0'.
You need to change some ATI control Panel settings, as told by him here under these Topics.

As I said, I have steam installed at c:/user/appdata/... And I have nvidea. I can't belive things were right, after I copied steam to the c: root. The copy thing is nearly ok, for as long as you don't copy the complete steamapps-folder, but just the commons/tom clancys splinter cell one. You end up having two installs of steam, but each of them works just fine.

Just installed my new graphics card (GTX 570) and I reinstalled windows 7 at the same time.
Running the latest whql drivers, etc, and I still get the same problem.
Is there really no other solution than for me to back up 2tb of data and redo my partition table so there's room for steam on C:?
Seems a bit ridiculous, not to mention completely unrealistic for someone with a smaller SSD for their system drive.

It would be nice if this problem were solved already. If i had known i would have had this issue as well, i would NOT have purchased this game.
Now if only Ubi Soft would do something about it. It has been what? 2 years? At least release the developers software and allow a modding community to do the job you guys have refused too!!

Also having menu problem
I am also having this same problem, I cant figure it out. I notice that some of the files automatically install themselves in my Windows OS program folders which may be why there is a problem. Other forums are saying that it might be graphics issues. I don't know which it is but I'm really frustrated and I can find a clear answer. The solutions on the other forums don't work.

the game loads to the same thing everyone is describing. I'm the real menu won't load and I do notice the room that is shown on the bottom is where the actual menu is supposed to load.
