There was a tool at www.ravenshield.mod.com that had limited functionality. You could do remote says and I think change the map and stop the server.
I cannot remember the name of it right now but it was under the utilities download section.

When in game go to the Console using tilde '~' key.
type: adminlogin [password]
for example type: map [##]

there is an entire thread on the TAT/nuke php made be Neo. it allows you to see more stats on the players on your server then you want to AND give commands, kick, stop/start, change map, all without having to be in the game. but you do have to have a website from which you give these commands.
