Please, dont make it like the other U-boots sims, that if the submarine is submerged you cant se an external view of the surface, because if you want to se only the periscope of the U-boot surfaced you cant. I dont know if you understand me but if you do please made it a total view regarding depth.

Based on the screen shots published, I soupose you will be able to have a external underwater camera as you want......... plus, texture image are clear, to allow you to see something...... in SH2 you have only a dark view, in SC you have a black screen, may be real........ but not too much interesting.........

You can relax, SHIII will indeed have the 'cheat' you request :-)

    From UBI / Gamespot:
In the casual mode, you'll be able to switch the camera's position to anywhere you want, allowing you to look above the waves without exposing your periscope. That way, you can aggressively position your sub, raising the periscope and giving your position away only at the moment where you'll be firing away. However, in hardcore mode, you're confined to what you can see from inside your sub. You'll have to get used to locating ships with the periscope and sensors, methods that include the risk of being detected by enemies.

This and much more stuff is listed in the SilentHunterIII FAQ over at Subsim forums:
