    Water naturally reflects its environment (above), and refracts whats beneath it (below). Changing the reflection ratio (higher will reflect the sky more), fog colour, and surface transparency ratios will effectively change your water colour.

    A river is often brown because its muddy below, and pretty murky (mud particles flowing about inside it, which is simulated with the fog setting), and therefore has a lower reflection ratio. An Ocean is blue because it reflects the blue sky, and sand is below it, or it's so deep that it only reflects the particles. Sand, being near white doesn't contribute to the colour at all, so you have a plain blue from the sky. If it was mud, you'd have a mix of blue and brown.

    I've gone on for too long here, but just remember water itself doesn't have a colour, it just refracts and reflects whats around it

    you can try to change the collor of the sun that is emmited this will also change the collor of water.
