Using Hercules 3.8 Drivers.

I have fastwrite and vpu recovery off(if they are on I get the readme file error).. and It just stalls before the start-up screen

Don't use those drivers. Use regular ATI catalyst 4.8. Uninstall those then run driver cleaner (pick the clean ATI option) but before you reboot, then unstall catalyst 4.8 from ATI.
