Hi,
I'm thinking of upgrading my system for Christmas, and wanted to know what would affect FB more: the RAM or the Video card. Funds are limited, so I can upgrade one, but not the other. Right now I have a system that meets the minimum requirements:
1.7Ghz ASUS machine w. 256Mb RAM and a 32 Mb Rage 128 pro card.
Right now I'm experiencing quite a bit of stuttering, even with everything on safe settings. And I don't dare put 32 planes in the sky.

well you could definately go for a video upgrade then somewhere down the road go for the memory, at least 512mb of more ram. you can shop for computer parts cheaply at this site: www.pricewatch.com

RAM.
You could do with a better GPU too, but without seeing your dxdiag, I think RAM will help the stutters most.
GPU will improve frame rates until you hit your CPUs maximum.
Follow Luckboy's advice and post up your dxdiag, you may be able to tweak your system a little more.
