If you want the file in standard (also known as Red Book) audio, so the CD can be read in stadard CD players, simply use the Nero Wizard to create an Audio CD, and just add the mp3 file(s). Nero will do the rest.

If you want to convert an mp3 into a *.wav file and burn the *wav to disc as data (as in not playable in a CD player, but a CD-ROM can read the data off the disc) then you will have to convert the file from mp3 to wav (using the Nero Wave Editor is one way; simply open the mp3 using it and then save it in PCM/wav format) then create a Data project in Nero and burn the wav file to CD.
