When I am hosting a server, as I cannot join one (Join button is inactive and unclickable) Precisely every 13 Seconds my game locks up for about 6 seconds. I do have all the requirments to play online. Here are a few helpers:

600K DSL
Mcafee firewall
ATI Radeon 9800 128MB
256MB DDR RAM
2003Mhz
1024x768x32
Monitor refresh rate - 75Hz

I hear this might be caused by PB server edition not being up to date. Try that.

If you can't join the servers that you are not hosting, if they are greyed out you just need the latest patch as you said you were downloading.

If you are not using the punkbuster client you don't need the punkbuster server patch on your server, but look in links here if you need it: link
