When you press the Print Screen button on your keyboard in-game, do the pictures get saved in a certain folder somewhere in the Pandora Tomorrow directory, or in a folder someone in Windows?

All your print screen button does is copy it to your system's memory, so you have to paste it in paint or something similar.

Bring up Windows/Programs/Accessories/MS Paint. In the top toolbar use Edit/Paste and Paint will fetch it.

or just use the "F9" key in Single Player. Doesnt work in MP, though.

I'm pretty sure it's the F12 key for single player, since F9 is quick-load. F12 in multiplayer shuts down the game for some reason.
