    hopefully a simple one. Where is the blue card located to turn off the 3rd valve? I think I have searched every inch of that map.

    Near where you get the first card, there is yet another very broken looking staircase going up (use the flashlight to find it). Should be there. You can also get there by jumping over the hole in the walkway, high up in one of the big rooms.
