I dont know if thats possible but if you have him standing in a zone you can script it so when the actor is shot you can have it set off a fire effect and a burning sound

I don't know of any way to make the actor perform the action of syphoning the fuel out, but if all you're after is making him burst into flames, it can done in the scripting, using the TorchActor response... The advantage of this over Jake's suggestion is that you don't have to set up the effects and the zone first, and you could have it work anywhere on the map, rather than only when the actor was inside the zone - so it becomes more flexible.
I've never tried it myself though, so I don't know how good it looks...

true not sure the act of the gas but if you want you can torch actor I never did it or u could do flame effects to take his whole body in flames.
might want to use jw_scream.wav for the screem (thats the people in the moble howitzer screaming when the tank is destroyed.
that is kind of a mean thing to do to an actor burining him alive after shoting him. Because u may kill him and he wont die a slow and pain full death of beign burned alive.
just to let you know im screwed up in the head.

Yeah the torch actor sucks. Its like cat and mouse just flames at the feet.
