I want a vehicle that is like a chopper but all it is, is a base for someone to sit on. I want it to be able to be teleported to a effect at a certain hight to be a tree stand.

You could ask in Ghostrecon.net's vehicle mod forum. Those guys know how to make stuff. Ask them for volunteers.
