We need a little more info as to what happened for it not to run along with any error messages or things you did in order to try and make it run. You did go to the below and click the "igor.exe"

start/all programs/accessories/windows explorer/my computer/local disk(c)/program files/red storm entertainment/ghost recon

It runs only when Desert Siege and Island Thunder are not installed. If they installed Igor just shows to me: Failed to create empty document. So what should I do?

I hate to say it mate, but I had that problem last night - Igor says "Failed to create empty document", and when I try and play the game itself, I get "Ghost Recon has caused an error in ghostrecon.exe. Ghost Recon will now close."

Rebooting etc doesn't help. I've had this problem once before, and the only way I managed to get around it was to throw everything away and do a full re-install...

I've never tried deactivating DS and/or IT though...
