New to Splinter Cell on PC, fantastic game but get to the oil refinery mission and Sam arrives then whizzes round and round and then seizes up altogether. Can't move him anywhere. And can't find a patch. Have a perfomance PC with 1G of RAM.
Please, please help me find a European patch.

Duh! Apologies, found patch V1.2b emea but am having trouble loading the patch, it keeps saying 'Old File not found. However a file of the same name was found. No update since file contents do not match.'

Is there a correct procedure to follow? Other patches on other games work fine but only seem to have trouble with Splinter Cell.

Are you talking about the Original Splinter Cell?

From your description it sounds like you have the Game Controller bug where if you have a controller plugged in it will take over and make your character move around without you doing anything. If you have a controller plugged in just unplug it and you should be ok. If you don't have a controller plugged in then you will have to go into the user settings file and disable the UseJoystick line. I don't have the game installed anymore so i can't give you the directory. Try doing a search on here and see if you can find anything about disabling the joystick.

If you are trying to patch the game try the Auto Update that should be found in the Start > Programs > ubisoft > .... folder.

The original Splinter Cell does not have an auto updater. I second the suggestion of unplugging any game pads from your computer.
