During sequences/cutscenes I get this sort of picture overlay effect that covers the sequence. For example at the beginning of the Shanghai mission while in the helicopter, the sequence starts off fine then suddenly it's like a screenshot was taken and then overlaps the rest of the sequence and its partially see through. This happens until the actual gameplay starts. Then it goes away. What the hell is this? This happens in DA.

The usual suspect for this type of visual is a background program trying to force itself on the screen. You may want to use a selective startup for Windows or lower the number of running processes.

I found that disabling the AA fixes this problem, just goes away. Strange, but it works.
