i'm more of the ambush type. I usually send in a unit to engage the enemy then when they're about to be defeated have them retreat. Hopefully this will lure the enemy into my hidden forces behind the unit sent in. Basic ambushing.
i could just list a bunch of military axioms stating what would be best to do. but i think one of hte basic ideals of Krav Maga makes a really good point.
Go from defending to assaulting as quick as possible.
so if you cant launch an attack, defend. if you have the resources to build an elaborate defense, dont. build a force that can take ground AND hold it. unless you start off holding all the terrain, your going to need to be able to take it. and even if you are defending, counter attacks are always good.
I see there's a lot of turtle's here. I wonder if that strategy is going to work well in Endwar tough. There aren't any real base structures, you can fortificate the uplinks tough.... but that requires you to go out there and get them, which doesn't really work well with turtle strategies.
I'd recomend a solid cure of Company of Heroes for players who feel dependant on Turtling, but who wants to learn how to play more agressively. CoH is impossible to turtle in and it stresses map controll. I strongly recomend it. Personaly I love putting pressure with infantery as panzer germany, then supporting with a single hetzer tank and a pair of incredibly effective mortar half-tracks (I love them, the mobility they add to an otherwise clumsy unit is just too great)

I dig in to my position and slowly advance, but i scout out the regions before i advance in to them, and then i move in. For each new base i gain i make it even more defensively dug in, i also make sure to keep a good *** well, eventually once the enmy attacks then they may take one base from me but i can quickly retake it. once they are reppeled , and my army untouched, i counter attack.
In a WW2 RTS like Axis and Allies, i focus all of my troops at critical advance points, like bridges, i use air strikes to weaken them and then i slowly advance away from my defensive position, until i can take their base and win.
