Yes...but what would be the benefit for the government in creating a virus with a 10% fatality rate? If you wanted to effect people massively, you want to create a virus with nightmarishly high rates of fatality so that you can be the one to introduce the cure. I mean, every government official who's approached me has always asked for the deadlier of the two viral variants (I often reply that viruses do not possess gender).
