The DPRK is a very hard target. They've been burying things deep underground for years and have tens of thousands of missiles and rockets pointed at Seoul. So unless we're willing to write off Seoul right away, the SPRK is relatively safe. Having interceptor missiles on Japan sends a fairly clear message.
