I could swear that I remember when GR first came out it was Rainbow Six: Ghost Recon! Correct me if I'm wrong!

It was originally reported by some gaming magazines (online included) to be a part of the Rainbow 6 franchise (most likely due to speculation), but as far I know RSE/UBIsoft never stated that it was intended to be an R6 game. But you ARE correct in that some preview articles did, in fact, call it Rainbow Six: Ghost Recon.
