What does Track Edit Insert Mode (Alt-BackSpace) do?

Also what does Track Edit Replace Mode (Shift-BackSpace) do?

Is there any way to pull out only part of the track in Video Edit mode? for example, I have a track that is 40 minutes long. And I want to create a new track out of it. However, all I want is 5 minutes of that 40 minutes of the original track. And those 5 minutes are located in 20 to 25 minutes of the original track?
