Well, we have a law that if you see an emergency vehicle (such as a police vehicle) with their emergency lights on on the side of the street, you're required to change lanes, you're not supposed to pass right by them on the lane closest to them. Well, it appears most people pay no mind to laws around here, especially traffic laws, so perhaps they do that where you are to force people to change lanes?? I don't know, just a guess.

Thats correct mustang. They also do it so if the person tries to run from them, they have more grip on the pavement to chase them.
Oh, Rage, I think 1 tire being "halfway in the goddamn street" is a little exaggeration.
