So mantel has health regeneration, but the promise hand can heal one another right? is that the key balancer there, or am I missing something?

I couldn't swear to it, but I think both sides have regeneration up to a point - PH can revive team-mates, but it seems like this is campaign only. PH will respawn in multiplayer.

In campaign four player co-op you can heal your team mates as either a mantel trooper or promise hand but most four player co-op demos are set after shane swaps sides so it seems like only PH can heal teammates. Also if a player is killed badly (run over, falls off a cliff, leaves the playing area, etc) in four player co-op then he spawns at the next checkpoint.

Both sides heal in multiplayer/campaign but PH have the advantage as they can play dead and recover health while mantel troops move on to another target

I don't think Mantel can revive at all actually. If you've any link or evidence of this, please post it. Thumbs Up

Couldn't find vid I wanted but at 2:17 there is a mantel trooper kneeling(suggesting that you have to tap him on the back to revive like with PH

Also I have updated the original post

You're correct there, nice find. The Mantel trooper is kneeling with a medic symbol over his head, which means 'I need revival' in campaign/co-op. This then seems to suggest both sides use Revive, but probably only in the campaign/co-op.

Oddly though, 'Heal' is officially noted as a PH rebel ability... my best guess is that, since it's an ability it will probably be available in MP as well as co-op, but implemented slightly differently. In co-op a wounded PH guy will wait for revival rather than dying outright, while in MP they would die and respawn. Choose to play dead before you get killed however, (you can only play dead after taking significant damage), and your rebel mates can find you and give you an immediate health boost and get you back in the action.

Mantel guys of course will just die and respawn.

Hopefully Neko will see this and give us some confirmation one way or the other, but this seems the likeliest explanation to me.
