It depends on the console/platform you're playing this on, but on the Xbox do the following: Climb out of the elevator and find the yellow and black cable that runs up past another elevator frozen one story above and climb it. If you started climbing and reach out and automatically pull yourself onto a ledge, turn around and go right back onto that cable and keep climbing straight up. When you're even with the top of the stranded elevator car, rotate around on the cable so your back is to it, and slowly move downward. You will then stand on a projecting piece of metal. Turn him around slowly and move to the right front and you should hop onto it's roof. Sometimes you start to fall and grab the edge of the elevator roof and you have to pull yourself up. Now head to the left and find an opening where there's some 5.57 ammo and IIRC, sticky shocker, then continue into the final showdown room.
