From your other post it looks like you are in the Bank. One was in the security office (the glassed off room upstairs- a couple ways into there), one in the President's office also upstairs, and the other in the Treasurer' office on the ground floor. When you saw the man working on the keypad, if you had waited until he was finished you could have used that way in but now it is too late. The other way in is through a crawlspace you can enter from the courtyard area (seen from the President's office window- you can climb out the window there if you want). Cool thing about this level was that there were many ways you could go around and do things. Another is that the guards do different things depending on how many alarms you have (try it both ways- max alarms and no alarms).
Anyhow, from the broken keypad, go down the hall to your left and out the glass door to the courtyard there. Watch out for the camera. To the right (before going down the stairs) is the crawlspace.
