Since you mentioned the Chapel, you must be playing the Xbox 1/Wii version or similar. In the Chapel you can enter the office downstairs to complete an opportunity objective on the computer, then head upstairs and climb a pipe over to the other side. Release the rope from that balcony and return via the pipe to the other side, then back downstairs to climb up the rope. Once on the roof, beware of the guard as he can hear you VERY easily (on hard, anyway). If you need help with the path to the end from the roof, just repost here.
