I am in the room with the safe and schematics. Emilie opens the safe and I go to the door to the left with the glass panes in it. I know I am supposed to go through there but I can't get a "open door" icon. I am really low on time.

Is this a bug or what?

It's the way the map is designed for that JBA mission, I think. Don't worry about it. You can get in there on the next JBA HQ mission.

But I am supposed to get Emile's personal data out of his bedroom as part of this mission.

It's a bug. Maybe you can get in from the courtyard, or else you have to wait till HQ3.

Those are just recurring tasks. They show up on all of the last three JBA HQ missions.
