damn thing keeps saying unknown problem caused program to stop working windows will notify me if a sollution is found this is while the game is loading after hitting play game

the game worked fine until my power went out one day while playing.

i have uninstalled it and re installed again and still get the issue

Run 'chkdsk /r' from a command window. Losing power while the pc is in use may have corrupted the hard drive. If that doesn't fix it, the power loss may have damaged something hardware wise. Start out running memtest86 on the memory, see if maybe one of the modules was damaged.
