The war is back on and it looks like they attempted to end the stalemate by changing where we were fighting. Look for today's Turn Report from TW Lacis Ghost for more information.
I doubt that's the case. It could not possibly take 24 hours to change what territories are being fought over.
The servers reset everyday at 3:30 AM EST. During today's reset, the server probably used some algorithm to determine the new territories, as there were no battles yesterday. Shanghai has yet to even acknowledge there was a problem, or indicate they were changing the ToW.
