Yes he has bought it and yes his units are the right rank because all his tanks are at the rank to use it.

Yeah, I remember being told that the team was able to successfully recreate the issue but haven't heard back since. I'll check today and try to get you guys the latest info.

I just got confirmation that this will be fixed in an upcoming patch.
