1. Laying Panels?

2. Straightening the Panels?

Lt. Col. Cole was laying out colored panels on the line of defense so the allied artillery/jabos knew where to strike. Without the panels laid out, they would get hit by friendly fire, and ultimately would suffer many casualties.

Panels are just as what they sound like, colored slabs of wood/metal.

Ah I understand now a simple yet effective way to draw a battle line, that would make a awesome mission for the next game.

MISSION: You have to help lay the panels while getting shot at by snipers.
