And what exactly would it take to fix the issue in campaign mode?

The red pencil is for calling up air recon for the Monsun boats only. The IJN was taking one island after another, Therefore it isn't needed for the fleet boats.

Red pencil has to do with captain special abilites like the aforementioned recon plane. Captain abilities however, only work with the Uboat campaign. Its hardcoded that way.

Franky, i think captain abilities, to a certain extent, is a bunch of World of warcraftish BS. Particuarly with the uboat campaign. German uboats that operated out of the far east got crap support from the Japanese, and what support they could get was substandard. So the reality is far far FAR different then what the stock uboat campaign would lead one to beleive. It's just super gamey.

For me, burnout is always one step away.

Well, when their concept of reality consists of comparing everything to an anti-war propaganda movie (Das Boot), bizarre side effects can be expected.

Why can't the american side of the game use the red pencil?

Because a properly skippered American submarine doesn't need the red pencil. Twisted

Ive used it on a German campaign. Still not sure exactly how it works, but I got a report later that said it sank two ships and was sunk itself. I was nowhere near it.

yea thats the "single warship" you get on your map and it's really a merchant with big guns. I've encoutnered them on very rare ocation while playing on the US side, along with an occasional german tanker. It's fun to send something new to the bottom for a change. Though I would like to see it in action while using a uboat.
