I think i donloaded the Fan Pack but i don't have all the Elite ranks, for example Elite 25. i am currently Master Sergeant, or do you have to be Elite To see all of the Elites?

When you get to Elite rank, you then rank up to Elite 1, Elite 2, Elite 3, etc. Simply by playing and gaining more XP points.
