After the quests which explores the villages at the North, North East and East. At the village at the North East, the quest is to build a city which protects the villagers against the Viking ships...
I am stuck here, since I do not understand what do they mean by "build a city".. do I need to build a second castle there? I can't find any option to build a castle, and if I try to build an outpost, it said the territory was occupied by somebody else. What should I do on this?
Yes, I need to build a wall, but the protect the villagers quest comes before that.
Even the protect the villagers against Viking attack is not success yet, I had come to the build a wall part too...it is not yet done too. However I had checked some old posts here and see that I should check whether the wall is all connected.. I'm gonna check that tonight.

I mean the "build a city to protect the North East villagers against Viking ship attack" and "build a city wall to protect your own settlement" is two separate quests. I am stuck on the first one.
The 'protect the villagers in the north east' (Svenanger Coast) quest does not need a wall.
Send your knight to fight the vikings that go there.
The city wall that you need to build is to protect your own settlement.
In effect you need to build a wall that protects your three main buildings:- Cathedral, Storehouse and Castle.
I build a wall with gate on my south east coast near the fishing area and then another wall with gates across the northern area of my main settlement. If the wall meets a ledge or cliff that cannot be climbed then that's good enough.
