It's a conflict with the SecuRom copy protection, the disc is used as a check against piracy, unfortunately, it can conflict with some drives and give the message you've received.
There are three things you can try:
1:
Check on the drive makers website to see if there's a firmware update.
2:
Install the SPTD drivers that virtual drives use, in order to force the online activation, which should mean that you no longer need the DVD in the drive:
SPTD driver
3:
The last resort, buy a different drive.

yeah right, I will just pop out to best buy or circuit city and spend $100 or more for a game that cost me $40.00

thanks for making the game a complete waste of my money, since I still cannot play the stupid thing!!!!!!

Unless you have a laptop, I fail to see how a drive could cost that much, I can buy DVD writers here for as little as £15 to £20.
And if this game's protection gives trouble, you could find others with the same SecuRom protection will give trouble too.

yes ran the install, rebooted to finish the install. still same problem

I even after posting this have re re installed the program, double checked drivers, firmware, and re reinstalled ( yes I ran the executable file) the SPTD program, still no luck with this game.

Sure would be nice if I could play it,

Here is the response from Ubisoft, I called tech support Monday afternoon this is what they sent me to do

Response (Fred) - 03/17/2008 05:14 PM
please try the following steps to see if this helps the game

Reinstall the game and launch the update 1.2 manually (http://patches.ubi.com/settlers_6/settlers_6_v1.2.exe)
Then go into the folder THE SETTLERS - Rise of an Empire\base\bin\
Open/edit the file s6patch.ini
Replace "TagesDisc" by "TagesOnline"
Save and exit the file.
Launch and allow the game to update automatically..
Run online activation

Glad to hear you got it solved, the TagesOnline, used to be automatic, if the SPTD drivers were present, I can only assume they changed something in one of the patches.
Just remember though, in case you change computers, the activations are limited to three, if you go over that it no longer works and you'll need to get in touch with Ubi.
Now go on and enjoy the game. Smile

you didnt try it on that many high end pc's or they are all using poor drives. I have installed the game on a laptop my main desk top and my old desk top as well as a friends 2 pc's not one of these had a problem reading the dvd so to say you tried it on high end pc's must be irrelivent as the disc drives in them must be poor as every oither person with disc drive errors that got a new drive fixed the problem.

Hi, I have tried it also with several computers, the same problem. 4 diferent DVD drives, even DVD ROM drive, and still problem with Insert DVD. Ubi does not have money for good programmers? Why are they using **** copy protection, to go down with sale? I will never again buy any game from Ubi... Two weeks of my life are away with reinstalling fresh windows (because of virual drives and daemon tools etc), in hope that it is in software. No, Even fresh copy of windows, only with 4 drivers (audio, video, chipset, ethernet), without updates and the stupid game still dont work. Maybe I have poor drives, all 4, but the game should not depend on stupid drive. They should make a working copy protection, not an unworking game. How should I explain to my 14 year old son that he should be a programmer to run the stupid game?

I was just as frustrated as all of you.

Read the post in this thread (I posted it) it was from the email from FRED @ UBIsoft Tech Support

Follow those instructions it should work.
