Ive been looking at settlersmaps.com and Ive been unable to find a map where you're up against two or three CPU controlled players and have the option to raze their cities to the ground to win. It seems that all of the quest and free settlement maps are victory-by-peaceful-means or totally anti-war... what about maps for us virtual war mongerers?

And its no fun to make a map up yourself to play and set it up for war when you know where everything is and there is no element of adventure, mystery and discovery

My question: does anyone know where exactly I can get the kind of maps of which I speak or who makes them?

You could try Thordalus, that map has plenty of fighting. There are several versions you can choose from; easy, normal or hard.
