I've turned on the heat yet I cannot do anything with the valves. My hand curser remains 'ghosted' and never allows me to do anything whilst standing in front of the valves. Have I missed something?

There are two things you need to do to complete this puzzle: you need heat *and* you need to turn on all of the switches leading to the control valves by the lake. Just turning on the switches does not provide you with heat; you need the Bahro for that.
