Ok, when you finally get past the cables and onto the roof and the little 'scope is to the left.

You go to it and stand in/on it.

Then you can look through it.

Problem:

The hand pointer doens't really indicate this.

You point at the eye piece and click.

It doesn't tell you you can do any actions with it.

Likewise when you are looking through it, there is no change in the hand to tell you this is where you click to get out of this mode.
