A little bit difficult to explain in questions, so I'm going OFT here to answer.

In the philosophy of science, the theory-ladenness of observations means that before we ask any questions or collect any data, we have to formulate a theory first that tells us which questions to ask and which data to collect (observations to make). This is in direct to contrast to induction whereby a scientist observes without any bias what is happening and formulates a theory from his/her observations.
